Data filtering off of a single file

This works on getting rid of now-file.csv approaches. It would let us load the full-trend files but use VL's filtering to do date selection.

Data calculations from a single file

Next, we want to use CASE_COUNT and PROBABLE_CASE_COUNT to display Total New Cases. We'll also calculate the total number of cases in the last 90 days in the above display.
